下記メールに示すように、ビザが出なかったという理由で
Ramanが来日をキャンセルしました。

何が起こったのか補足します：
SFOの日本領事館にビザを申請したのですが、パスポートのサインと申請書の
サインが違うという理由で受理されませんでした。2月16日のことです。
彼から助けを求めるメールが来たので、彼に電話をかけ、次に領事館に電話を
かけて状況を説明してもらいました。結局、秘書が代筆してもよいということ
になり、書きなおしてもらいました。ところが昨日、又受理されなかったと
言うメールが来ました。パスポートのサインはT.V. Ramanなのに申請書の
サインはスペルアウトしていたという理由です。今日までに受理してもらえ
ないとビザの発行が間に合わないので、もう1度領事館に電話をかけ、彼が
全盲であるという特殊事情を理解して、すぐに発行して欲しいとお願い
しましたが、本人か代理人が領事館まで出向いて訂正しない限り受け付けられ
ないと拒否されました。結局Ramanは5時間もかけて秘書を出向かせることは
できないといって、それを拒否しました。

今回の原因は、1)Raman側がサインをきちんと書かなかった、2)全盲である
人間の同定を紙へのサインという形式で行うのが不適切だった、3)署名を代筆
した秘書が不注意だった、4)日本領事館が規則どおりに事を進めた、です。
彼は他の国にも出かけていますが、日本ほど"きちんと"チェックする国は
他にはないようです。

さて、皆様のこれまでの努力が無駄になっただけではなく、キャンセルに
伴なう変更をお願いしなければなりません。

ご迷惑をおかけしますが、手続き方、よろしくお願いいたします。

WatanabeSan and others --

I regret to say that I will not be able to make it to Japan.
The final conclusion was that the Japanese consulate refused
to give the visa unless I or someone else showed up in
person at the consulate.

WatanabeSan specially-- thanks for all your help with the
Japanese consulate etc --however it was impossible to meet
what they wanted --in the American environment time is
money-- and I really couldn't ask my admin to spend 5 hours
on going to SFO and back --especially given that she
supports other researchers as well --not just me.

Thanks also to all who helped setting up the formalities for
Hubble's travel --I realy appreciate all the careful
planning everyone involved put into this.
It's unfortunate that we weren't able to pull this one off
--at the end it came to a serious clash between attention to
minute details on the Japanese consulate side,
and the normal American way of doing the sensible thing in a
time crunch --maybe we will have better luck next time.

Finally, WatanabeSan --I hope we can continue our discussion
on Japanese Emacspeak --and I hope you can visit me in the
United States in the near future.
