手元にemacspeakをEmacs-21で動かせる環境がないのですが、コードをなんで
読むのか不思議です。
read-coding-systemというbuiltinな関数にaroundなadviceをつけてしゃべら
せるしかないように見えるのですが。

C-x C-m C で「Coding system for following command (default,
shift_jis): 」とかしゃべって、
入力後には「Command to execute with euc-jp:」とかしゃべるということで
すよね？

universal-coding-system-argumentは他とは違った対応が必要なのではと思っ
ています。  ;; ならやれという話ですね。
それ以外の読まなくなったプロンプトの解析の方がこわいです。
